Besides the Labor amendment, an amendment has been moved on behalf of the Nationalist Party, asking that the Bill be discharged and referred to a. Select Committee. Mr Smuts is determined that the Bill shall go through the second reading, -whereafter he is willing to refer it to a" Select Committee. The Nationalists and Laborites are determined to press their amendments, and the groups are. so evenly divided that the issue is doubtful, The Government's hope is that the Labor amendment is unlikely to find support outside its own ranks.
