Sydney, June 1. | Mr Beeby, in explaining the proposed new industrial legislation, said it would provide for Conciliation Committees independent of Wages Boards. The Arbitration Court, it is believed, will have the effect of maintaining the continuity of industrial operations. If men- struck without giving the Department notice of unrest that was likely to lead to a strike tliej'-vwpuld be liabl&to a heavy penalty. Local _! : permanent' Conciliation Committees will be established in all large mining centres.. It. is proposed to simplify •the procedure," particularly • that under which boards are created, and to place the:;jipp6intihent. of the board in the hands of the Governor with the advice of his executive. .Arbitration Courts will be maintained by additional" Judges if necessary.- Litigation arising out of the Employers' Liability and Workmen's Compensation Acts will be investigated in the Arbitration Court. Industries wflTbegrouped instead of having hoards for different sections, to prevent overlapping. The last Government Industrial Disputes Act, known as. the Coercion Act, will be repealed. Awards will operate automatically in the Government service.- Preference to unionists will remain at the option of the Court. Boards will be unable to make awards, but merely recommendations to the Courts. Participants in an unlawful strike will lie subject to fines with no alternative of imprisonment, the fines being-enforceable ..by ;i guarantee on wages. Unions aiding or abetting an unlawful strike will be liable to a. line of £IOOO, the union will be cancelled, as also the award under which its members are reaping benefits. The Act does not cover any organisation not registered. The Government has power in any strike to take a secret ballot whe'flith- the strike is to continue. Mr Wade, in criticising the measure, considered that the..-Bill, fully justified the legislation passed by his Government. ': •"; '.. : ;
