(Per Press Association-.) Peking, May 9. An edict lias been issued appointing' Prince Cliing Premier, and Naturig and Hsushihchaiig as Vice-Presi-dents of the Cabinet. The two former are Manchus and Hsushiliehang is a native of Chihli.

The edict also creates a general staff tinder Princes Tiatn and Yuhmg. Both are Manchus.

The Privy Council has been created under Huyunj/hsiaiiK. a Chinese septuagenarian scholar, with .Tunnsinjj; (a Manchu) as Vice-President.
