MUNICIPAL CONFERENCE.

(Per Pkess Association.) Wellington, July 5. The Municipal Conference to-day resolved that the attention of the Government he called to the fact that the model by-laws promised by the Govern,ment- -have 'not been forthcoming. : That as ?the Government does not pav for the water used for fires on its property or contribute towards the up- : keep rot brigades in cities where there ■ gX&itio'. fire boards, provision should be madet.that the services rendered at such fires are paid for by the Government. That section 29S of the Municipal Corporations Act be amended to pre-vent-the exhibition of any placard or notice on any place other than a build- .' ing unless licensed by the Council. That the Municipal Corporations Act, 1908, be amended to enable a local body to contribute out of its general fund subsidies to bands and rifle ranges, or for the.purpose of assisting any other institution which is for the public benefit and not for private profit. That section 16'U of the Municipal Corporations Act be amended to provide that where a local body constructs a bridge or ferry under this clause it shall have authority to demand and recover progress payments from the contributing local authorities as the work progresses, on an engineer's certificate, or failing payment the right to demand and recover interest on the amount due by' the said contributing local authorities as progress payments. That the Government be urged to introduce legislation to enable the New Zealand State Guaranteed Advances Board to advance moneys to local authorities to pay off existing loans lawfully raised, so as to enable individual loans to be consolidated. That the Government be asked to in- ! troduce, legislation to enable the Post Office to pay interest on the full amount .of. the sinking fund-deposited-by local sinking fund commissioners. ; That the Local Elections and Polls Act,- 190S, be amended, by adding further clauses for the purpose of given the returning;officer, an opportunity of verifying the" result of the poll as given hv .his deputies. 'That section 36 of the Local Elections and Polls Act be amended so • that a "returning officer may lie per- ; mitted to announce the. result of any poll after the votes have been made up without waiting until "public notice" has been given. That the Valuation of Land Act, 1008, be amended to provide (a) that .' the valuation roll shall be in the hands ! of the local authority no later than the 7th of April in each year; hut that no alteration be made in the roll until notice of transfer has been sent through, the local body in whose district the transferred property is situated; (;■) that in all cases where new streets arc made the Valuer-General shall have power to rc-vahte. the new frontages i:i accordance with the enhanced value, notwithstanding that there is no revaluation of the whole district, and that rates shall be levied on the increased values. The Licensing Act, 1008, should lie amended to allow town districts to collect .£4O license fees from hotels within their boundaries. That borough councils be empowered to make by-laws and regulations to govern the speed of motor cars and cycles. v That regulations be made under the Motor Regulation Act providing for the testing and licensing of drivers, and that section 1 of the Act be amended so as to provide that every borough council shall be the registering authority, irrespective of the population of the borough which it represents.
