On the death of Admiral Tyntoff, Rozhdesbvensky succeeded Admiral Avclan as chief of the naval headquarters staff, and in this capacity he was head of tho Intelligence Department. Consequently the equipment of the Baltic fleet, such as it is, was mainly his work, until tho death of Admiral Makarofr made him comman-der-in-chief in the Far East. \
