Following on the reported discontent among the Permanent Artillery forces at Shelly Bay, the Times this morning draws attention to the apjxiren.t looseness of discipline at Eort Ballance on New Year's Day, v.-hereby a party of strangers -were allowed to roam among the forts at will and thoroughly inspect the guns, ammunition, gun-pits, etc., this, too, without, meeting a sign of a guard. The recent yachting fatality has brought forth the suggestion that yachts should be subjected to some system of supervision as to their seaworthiness and their proper equipment with life-saving appliances. The Marine Department explains that in 1596 regulations were A..-ved T>rovid : ng for yachts earryirg- life-saving' J", but, on being suijmitted to the yachting clubs of the eol>ny, the clubs were almost unanimous ; .t opposing the regulations on the grourd that their own rules stipulated that amj'ia appliances for life-saving should be kejifc on vessels. The Government, thereAre, withdrew the regulation, and the clubs' control now appears to be a dead letter.
