The Carmarthenshire County Council's decision to ignore voluntary schools and not to appoint attendance officers has been rescinded owing to the passage of a Bill dealing with defaulting authorities, also because of the estimated loss of £7OOO per annum in education rates. He added : If the administration is entrusted to a few instead of the multitude the responsibility is the Government's. The future of such a Government depends on the constitution. Unless it is based on broad lines compatible with our existence and adequate to secure prosperity it remains an open question whether we shall co-operate." .New York, May 24. New 6 has been received that the Moros at Malabang massacred 53 Filipinos—men, women, and children—at midnight. The men were in the employ of the American military authorities. The Times' correspondent at Gyangtse states that recent events reveal tfie intrigues of M. Danjieff, the Russian agent, and adds that after the Amban defeated his proposed treaty-T>lans M. Danjieff rashly announced that a small body of Cossacks as a sign of Russia's goodwill would enter Lhassa in the spring of 1903. His influence is on the wane, but he still brazens the matter out. The recent receipt of Russian rifles lent color to his promises. _ His influence must at all costs be terminated.
