The Rev. Joseph Cook interviewed on his return from New Zealand, said that he was much struck with the extent to which State Socialism had gone in that colony. The working man was using his political power to the utmost, and not doing it altogether wisely. There appeared to be too strong a disposition to rely on the Government for help, which should be rendered by the individual, having the effect of making capital scarce and driving it from the colony. It will require all the wise guidance of the best men if the resources of New Zealand are to be properly developed. There could be no doubt that capital was now injuriously cautious about launching into enterprises. What the colony wants is nopulation. It could stand twenty millions, yet the working man won't have any more if he can help it. He wants to put a poll tax on people arriving instead of encouraging them to settle on the lands and develop its great resources, received August 12, at 11.20 a.m. Sydney; August 12.
In consequence of statements published about the rigorous treatment of youthful prisoners the Government obtained a report from their medical adviser, Profesjor Anderson Stuart, who says that the evidence on the whole is in favor of the present system. There is certainly no immediate need of alteration and no sufficieni reason to consider it injurious to the health or development of prisoners. The Government propose to carry out the suggestion of Professor Stuart that, in order to set the matter at rest, the weights of prisoners be taken for the next six months.
