\L> 1. lIiLLURAI 11. } [FKOjr OCR OWN" correspondent] Wellington. September 15. The Upper House has continued its work of slaughter. It has taken one of the eyes out of the Electoral Bill, having struck out the holiday on polling day. The Land Bill in its amended form has been passed, and its arrival by message in the Lower House is now looked for with some expectancy. The attitude of the Lords is distinctly, but not violently, hostile to all the principal measures of the Government, but the result of the conference to-day on the Factories Bill has greatly reassured everybody, and the attitude of the Upper House managers in the matter has been commented upon on the Labor side of the House in terms of the highest approval. Rumor has fastened on the question of the Chairmanship of Committees. Mr Perceval no longer holding office, Mr W. C. Smith, Mr G. Fisher and Mr Fish are spoken of. The first has a claim, the second imagines he has, and the last has the claim which ability gives, and I think he is the horse to spot. He is in the chair to-night, and is doing splendidly. Give Mr Fish a chance, and let him not be personally interested, and he is a capital man. Business is being pushed on rapidly. This afternoon a motion to suspend the Standing Orders was carried. This will have the effect of allowing new business to be taken after half-past 12 at night and of putting Bills through all stages forthwith.
