TO THK EDITOR OF THE EVENING MAIL. Sir,—T inking to enjoy a quiet walk last evening, I wended my way to the Public Gardens. Guess my astonishment when I discovered that the whole reserve was ploughed up, not one square yard of grass land left for the purpose for which the reserve was granted—recreation. Upon inquiry I ascertained from a ratepayer in Chelmeis-street that the Public Gardens are leased to a farmer, who intends to sow and plant this season potatoes, oats, onions, and wheat. Has not the Council exceeded its power I Is not tis leasing illegal? I have heard that some parties in the town are opposing the Tramway Bill because it is proposed to encroach upon a recreat : on reserve. To those philantrophists I would say be not so squeamish, straining at a tiny knat and complacently swallowing such full-grown camels like this leasing of Public Gardens and other recreation reserves, for to be made into market gardens and common farms, and having the public pound on the most central recreation reserve in the town. Really, some Municipal Councils place themselves in most humiliating positions, as if they desired to. be kicked like footballs. Mr. Stout is much wanted here for a short time to teach the Council not to encroach on the public rights of the citizens.
