Any or all of the items may, therefore, 'toe quoted for at the option of tenderers, and the Department reserves the right bo accept or reject the 'whole or part of any tender, or to accept on what is known as the "line to line" principle— 'that is, the lowest price tendered for eaoh article throughout the schedule.
