Guest, (Lib.) suggested, as a remedy for unemployment, a voluntary expeditionary Labour force, on the lines of the wartime force, which should go to the Bominions and carry on development work for a period of years, with a system of separation allowances, if necessary. He suggested raising a loan of 100 millions for the purpose, and said he believed the Dominions would subscribe.

Mr W. Lunn (Lab.) pointed out that the Dominions deprecated any proposal directly associating Empire settlement with" unemployment. There were millions of acres awaiting development in Britain. Mr Leopold Amery, Secretary for tho Dominions, doubted*whether the military form of organisation was best. Migration ought never to he considered a. means of ridding Britain of people whom she did not want. He suggested that ono of the most hopeful topics for discussion at the Imperial Conference would be how to cheapen unassisted passages, and increase the British consumption of Empire goods.
