Briand, tired, unshaven, with nerves not improved by a slight mishap that made his train from Geneva 90 minutes late ? curtly dismissed the waiting journalists on his arrival at the Garo de Lyon yesterday morning, and speeded to the Elysee. It is understood that lie told President Doumergue that Franc© must have a new Government within 48 hours, for financial reasons as well as the League, but that he flatly refused an invitation to attempt himself, to form another Ministry. President Doumergue is expected to renew his invitation this morning*, when M. Briand probably will have calmed down. General Young, G.0.C., # at a R.S.A. gathering last night, mentioned that he had seen the p-resent-clay territorials, and thought particularly weel of them. H© asked all returned soldiers to do anythin? they could to help and encourage the young fellows who were coming on. _
