SCETORA DECLARES INDEPENDENCE. Reuter's Telegram. MEXICO CITY, April 11. The State Legislature of Sonora has declared its independence. Upon receipt of the news Carranza telegraphed to the Governor of Sonora, asking if the report of insurrection were true, and notifying tho Governor-General that tho. Central Government views tho events with suspicion. Tho Sonora peoplo charge Carranza with plotting to establish a military dictatorship. TO* OPPOSE CARRANZA. HOW THE ACTION AROSE. {Received April 12, 7.50 p.m.) NEW YORK, April 11. Telegrams from Nogales (New Mexico) report that the State of Sonora Las seceded from tho Mexican Federal Government and created an independent Republic. The peoplo axe determined to opposo Carranza. The ac-, tion arose out of tho Federal* Government's alleged encroachment tipon State rights guaranteed under the Constitution.
