(Received April 26, 0.15 a.m.) LONDON, April 25. - “The" Times’'- sympathises with a protest raised: by Mr Rider, Haggard against party machines' controlling great numbers of constituents from headquarters in London. Mr Haggard' contends that the foundation of representation in tho present circumstances is money,, not merit.
