(Received April 7, 4.54 p.m.) LONDON, April 0. “Tho Times'’ Pekin correspondent reports China’s indefinite postponement of negotiations for tho AngloGerman loan for tho Tien-tsin-Yangtzo trunk line. The construction of this railway would have given employment to largo numbers of labourers in tho famine-stricken districts. Tho delay is attributed to aversion to foreign capital and supervision, although the Chinese Government sanctions pitiful appeals to foreigners for relief in times of distress.
