This would bo composed ol officers and men employed in tho colonial mercantile marine. The league will also recommend that Imperial naval reserve ships should ho stationed at colonial porta, to enable branches of tho militia to undergo drill at stations and at sea, and that officers and men should be interchangeable with the British navy.
