Captain Kinton, representing the Foreign Famine Committee, has informed the Viceroy of Shanghai that the .famine is the outcome of neglect of public works and drainage. Ton million people are stricken, half of whom are doomed unless energetic measures are adopted. PERSIAN CHILDREN SOLD FOR TAX MONEY. TEHERAN, February 22. It is reported to the Persian Parliament that the peasants of Khorasson, a province in the north-east of Persia, ’ are selling their children like sheep to the Turkomans at Ashkabad, in order to pay their taxes.
