CLOSER COMMERCIAL RELATIONS URGED. (Received October 2G, 11.16 p.m.) OTTAWA, October 25. . Sir Frederick Pollock, the well-known jurist, addressing the Montreal Board of Trade after a tour of Canada, said the time was not ripe for complete and close union between the various portions_ of the Empire, but closer commercial relations were possible by means of an Imperial Intelligence Bureau, with headquarters in London, which would form the basis of a system of commercial law with the Empire.
