MOBILISATION OPERATIONS BY RUSSIA. LONDON, February 11. The mobilisation of Russian troops in Manchuria is rapidly proceeding. Dr Morrison, the Pokin correspondent of “Tho Times,” says Russia's exaggerated statements as to the number of Cossacks iu Manchuria is ducT to De Giors's claim in 1900 for an indemnity of £18,000,000 sterling military expanses. on the ground that Russia had 179,000 men in the field, while in reality there were under 50,000. Ninety per cent, of the claim was, however, conceded.

There is no confirmation of the statement that the French succeeded the Russians at Shan-hai-kwan. THE TRANS-SIBERIAN RAILWAY. LONDON, February 11.
