RUSSIA AND BRITAIN. FRIENDLY EXPRESSIONS TOWARDS ENGLAND. LONDON, March 10. M. de Witte, the Russian Minister of Finance, assured Mr F. Horner, the Conservative member for North Lambeth, that Russia desired a good understanding with Britain, and if asked would probably couhtersigii the AngloJapanese Treaty. Russia had recently stopped building a railway three hundred miles short of the Indian frontier in order to avoid creating ail idea that she was menacing India. DISMISSAL OF A GENERAL. LONDON, March 10. Tho “Daily Chronicle” states that General Gribesky, Governor of the Amur Province, has been cashiered for cruelty in the Blagovenstcheusk massacre in July, 1900, when he compelled the Chinese to cross a rapid river, stabbing or shooting any who hesitated. \ A KIDNAPPED MISSIONARY. LONDON, March 10. , A settlement at Ichol of the claims of Christian converts led to riots. Brigands pillaged the district, and kidnapped a Belgian missionary. Five hundred Cossacks from Manchuria have gone , to Ichol, which is 115 miles north-east of Pekin. THE TIENTSIN DISPUTE. LONDON, March 10. The Franco-American dispute at Tientsin has been referred to tho Ministers at Pekin.
