BLOCKADE OF MANILA BAY.
(Received February 16, 4.53 p.m.) NEW YORK, February 15. The “New York Herald” states that Prince Henry of Prussia sent a letter to Admiral Dewey, in which ho admits that tho Germans, during the blockade of Manila, committed an error, and that on tho occasion in question Admiral Dowey acted in tho best way throughout. Tho letter was intended for tho Americans in order to remove unpleasant recollections of tho incident.
