AUSTRALIAN FEDERATION.
ENABLING BILL IN VICTORIA,
MELBOURNE, Wednesday. In the Legislative Assembly the Federal Enabling Bill lias been read a third time and passed with unimportant amendments. [ln the Governor's Speech at the opening of the Victorian Parliament it was stated:—The people of New South Wales having approved of the Federal Constitution submitted to them, a measure will, at the earliest opportunity, be laid before you to enable the people of Victoria to dccido whether they also will enter the federation under such constitution. During the recess two notable meetings have been held in Melbourne. The Federal Council_ of Australasia met here for tho first time, and 'their deliberations tended to maintain and strengthen tho mutual good feeling of the colonies represented. Tho [Premiers of all tho Australian colonies also assembled hero in the conferonce which for some years past they have held annually. They dealt with a, variety 'of questions of groat public ininterest, but their meeting will bo specially memorable inasmuch as it led to Queensland taking an active part in the work of federation, and also from the fact'that the agreement then arrived at j by tho Premiers has greatly facilitated tho acceptance of tho proposed constitution.]
