WARLIKE PREPARATIONS. EXTENDING THE CONCESSIONS. HAMBURG, Sunday. A large consignment of rifles has been shipped from here for the Transvaal Government. OTTAWA, Sunday. The Canadian authorities have offered the Imperial Government a thousand picked men for service in South Africa in the event of hostilities occurring in the Transvaal. PRETORIA, Sunday. As the result of the consultation of burghers with reference to the outlanders’ claims, a majority has decided in favour of giving President Kruger a free hand in drafting franchise reforms. The Transvaal Government now proposes to give the out-landers the franchise after a period of six years’ residence, ite concession to be retrospective. It is also proposed to abolish the naturalisation clause, which provides for two years’ residence, registration, and the payment, of a fee of £2. CAPETOWN, Sunday. A monster petition is being organised in tho Capo Colony for presentation to the Imperial Government in support of the action of Sir Alfred Milner, the British High Commissioner, who recently conferred with President Kruger, in regard to tho claims of outiandera in tho Transvaal. General Joubert, commander of the Transvaal military forces, denies that he is purchasing more guns for the Republic. , (Received June 27, 0.50 a.m.) LONDON, Monday. The “Times” declares that if the latest enfranchisement proposals reported from Pretoria are made in good faith and without unexpressed limitations, they will be cordially welcomed, both in London and South Africa, as the basis of an amicable settlement of present difficulties. (Received June 27, 1 a.m.) SYDNEY, Monday. Heavy orders 'have been cabled from South Africa to Australia- for frozen meat, general food stuffs and forage. Melbourne and Adelaide exporters have arranged to send considerable quantities of flour to South Africa.
