THE FEDERATION BILL.

■ln tho Assembly the debate on tho Federation Bill was adjourned for a week. Much difference of opinion exists in regard to procedure. The Attorney-General holds that the Federal Enabling Bill does not permit each House formulating amendments. He contends that the word “ Legislature in the Bill implies that amendments must be agreed to by both Houses. Messrs Barton and O'Connor support this view. The former was not aware ,of any occasion on which tho term “Legislature ” has been used under statute law to indicate two Houses acting separately. Mr Isaacs, tho Victorian AttorneyGeneral, differs. Ho considers that the word does not mean the Legislature as defined under existing constitutions, and that tho Bill does not provide for ordinary procedure on the first, second and third readings or for obtaining the assent of the Governor.
