Separate Procession for the Colonial Troops and Premiers. By Telegrcfyih.—Press Association. — Copyright. London, April I. In connection ■with tho Queen’s celebrations it has been arranged that tho colonial troops, the Premiers, and tho Royal carriage shall in the first place constitute a separate procession on thanksgiving Bay, and wait for tho Queen. They will form the group in front on the progress to St. Paul's, and at tho conclusion of tho thanksgiving service at the Cathedral they will take a position iu the rear of tho main procession. At a well-attended mooting of the National Association to-night a motion was passed expressing approval of the colony being represented by tho Premier at tbo Queen's jubilee celebration, with aproviso that in the interests of tho colony tho session ot Parliament should go on during his absence. Captain Russell expressed sympathy with tho proviso, but said that under tho circumstances it was impracticable. It was unfortunate for tho colony that it should bo governed by a one • man Ministry and that his colleagues could not carry on in his absence, but tho Premier hold so many portfolios that tho departmental business in Parliament could not well go on in his absence. It was cheating a bad precedent, but if tbo colony wjyj to bo represented by the Premier a short session was Inevitable; but as Leader of tho Opposition ho would not consent to grant supply, but would agree to an cxtonfiidn of the Public Revenues Act to enable tho government of tho colony to bo carried on to the end of September, which would necessitate Parliament mcetiilg in tlio middle ot that month. He would strongly oppose an extension to tho bud of October, but ho did not think that r-oiild be asked for, as if Parliament met later than the middle of September tlmre would be no time for an adequate discussion of tho affairs of thb colony before Christmas.
