THE TENDERING SYSTEM. The Wharves and Accounts Committee reported that a deputation representing the Wellington Typographical Society had waited on tho .Committee, seeking that the Board should provide in ,its conditions of tender that % fair proportion of adult labour is to be employed by contractors at the standard rates of wages • and hours of work j that the Committee desired to obtain other information on tho subject, and have therefore no recommendation to make to the Board at present. Mr Pearce stated that the Committee had a good deal of sympathy with the Typographical Society. It was explained to tho Board that tho London County Council had passed a resolution similar to the one the Society wished tho Board to pass, but for some reason or other the Council had>bandoned it afterwards. Tho members of the Committee felt that there was a good deal in the representations made by tho Society. Tho information they desired to obtain was in reference to the resolution passed by the London Council, and the reason why it was abandoned. Mr Heaton was pleased to see that it was intended to obtain further information on tho subject. Ho did not think it was right to make a hard and fast rule that tho lowest tender should be accepted. Before tho next annual tenders were accepted ho hoped this matter would be considered.

The report was adopted, TUG AND PILOT SERVICE. The Board then went into committee to consider a report from tho Committee appointed to deal with the tug and pilot service. It was decided to refer tho report back for further consideration.
