A pastoral letter was read in all the Catholio Churches through the dioceses comprising the Province of California, on the last Sunday of last November on the subject of ‘ Mixed Marriages.’ The Bishops of the dioceses close their letter as follows ; •We therefore ordain : Firstly,; that the pastor, unless authorised by the Ordinary, shall not assist at the marriage of those who will not have applied to him at least three days previous to their marriage ) secondly, that none can be married without having furnished due vouchers for their ,freeddom, an When both parties are Catholics, without the due publication of the banns; thirdly, that in no case whatever can a Catholic be married by any other person than a priest without subjecting himself to excommunication; fourthly, that when the parties are entitled to a nuptial benediction the pastors shall see that the special mass for that benediction shall accompany or follow the celebration of the marriage ; fifthly, that as the Holy See teaches, there must be a grave cause for a dispensation for a mixed marriage, and that the usual promise must be made, otherwise it would be a grievous sin to contract.'
