IMPROVED PROSPECTS. MADRID, March 10. Germany, through Austria, proposes that France and Spain shall organise the police force at seven Moroccan ports, but that Casablanca shall be under Swiss o L r Dutch instructors, who, like all police, will presumably he under the control of an Inspector-General. LONDON, March 10. “ Tho Times,” referring to the proposal made by Germany, says that Germany thus enforces international surveillance. The Paris correspondent of “ The Times ” implies that the Kaiser’s conciliatory attitude at Algeciras is largely due to a friendly message sent by King Edward.
