THE MOROCCAN CONFERENCE.
NOTE FROM THE FRENCH PREMIER. < _ MADRID, February 27* M. Paul Revoil, ex-Frendh Governor of Algeria, Fas banded to Herr Radiotvitss, German Ambassador at Madrid, a Note declaring that M. Rouvier, the Frenca Premier and Minister of Foreign Affairs, considers the policing of Morocco .by France and Spain would in no wise assail the principle of commercial and economic equality for all nations. r M. Rouvier adds that this question should be discussed by the Algeciras Conference. CONCTLIATORY ATTITUDE. BERLIN, February 28. It is semi-officially stated in Berlin that the way is apparently open for an understanding on the question of police in Morocco. France, it is stated, is not unwilling for the conference at Algeciras to discuss the making of stronger guarantees, if necessary, regarding equality of economic rights. It is understood that Russian influence at Berlin and British at Pans has effected conciliation. There are better reports from Algeoiras as to progress made by the conference in reference to the State bank question. A committee of experts is taking the French proposals as their ohietf basis in formulating a scheme.
