Rouvier adds that this question should be discussed by the Algeciras Conference. CONCTLIATORY ATTITUDE. BERLIN, February 28. It is semi-officially stated in Berlin that the way is apparently open for an understanding on the question of police in Morocco. France, it is stated, is not unwilling for the conference at Algeciras to discuss the making of stronger guarantees, if necessary, regarding equality of economic rights. It is understood that Russian influence at Berlin and British at Pans has effected conciliation. There are better reports from Algeoiras as to progress made by the conference in reference to the State bank question. A committee of experts is taking the French proposals as their ohietf basis in formulating a scheme.
