THE ALGERIAN PRISONERS AT FEZ. LONDON, August 21. It is semi-officially reported in Berlin in regard to the treatment of Freatch Algerians who were conveyed in chains to Fez that if the facts have been correctly. reported, the incident constitutes a.i encroachment on the rights of foreigners. Count Tattenbach, German Charge ■d’Affaires, has been instructed to cooperate with M. Talliander, French Charge d’Affaires, with a view to a satisfactory settlement.
