EDUCATIONAL.

MIDDLE DISTRICT UNIVERSITY COLLEGE.

In pursuance of section 4of the Middle District of New Zealand University College Act, 1894, His Excellency the Governor has appointed the Right Rev Bishop Wallis, D.D., the Hon. Thomas Kelly, M.L.C., and Messrs John Graham, M.H.R., and Francis Arkwright as members of the Council of the University College, incorporated by the said Act; and, further, in pursuance of section 5, His Excellency has appointed Messrs T. L. Buick, M.H.R., A. W. Hogg, M.H.R., F. Pirani, M.H.R., and Arthur Warburton, to be members of the said Council.

Section 4 of the Act provides that the Council shall consist of 13 members, one of whom shall be the chairman of the Wellington Board of Education, four shall be appointed by the Governor-in-Council, four by the members of the House of Representatives for Hawke’s Bay, Taranaki, Wellington, Nelson and Marlborough, and Legislative Councillors resident in any of those provincial districts, and four shall be elected by the graduates of the University of New Zealand on the books of the College and the professorial board. Section 5 provides that the first election of the members of the Council by the members of the House of Representatives and Legislative Council shall be held in such manner as the Governor-in-Council shall direct; succeeding elections shall be held by the Council, and until there are 30 graduates on the books of the College the Governor-in-Council shall appoint the members to be elected by the graduates and the members of the professorial board. The local branch of the New Zealand Educational Institute has been legally advised that the Institute cannot register under the Conciliation Act. The Wellington Branch of the New Zealand Educational Institute met on Saturday morning, Mr J. J. Pilkington (president) in the chair. A letter was received from the secretary of the Board in reference to salaries. It was decided that enquiries be made whether there is any probability of the loss to pupil teachers being refunded at any future time. A report on sub-branches was read and adopted, with amendments. Notice of motion was given by Mr Watson that the rules be amended so as to permit of the formation of sub-branches. It was decided. to hold the annual “ social.” Forty students have been enrolled in connection with the Auckland Technical Schools Association. No female students have yet applied in their sections. The secretary of the Education Board has received 19 applications for the post of headmaster of Parkvale School, and 18 for a similar post at the Mangamahoe School. Auckland, May 20. '' A special meeting of members of the Auckland branch of the New Zealand Educational Institute was held to-day to consider the question of the employment and instruction of pupil-teachers. Some correspondence was read between the Institute and the Board of Education, from which it appeared that, although the Board had been written to for a copy of the proposed regulations for the employment and training of pupil-teachers, they had refused to send a copy. This action was strongly commented on as most discourteous, and a resolution to that effect, and calling the attention of the Board to the fact that the Educational Institute of New Zealand is officially recognised by the Minister of Education and the department, was carried. It was also resolved, " That the action taken by the Auckland branch of the Educational Institute with reference to pupil-teachers’ regulations, and the refusal of the Board of Education to allow the branch to consider these regulations, be explained to the Minister for Education.”

A further resolution was passed, “ That the Minister for Education be ashed to consider (a) the advisability of making uniform regulations in respect of the emuloyment and training of pupil-teachers ; (b) the adoption of a colonial syllabus of instruction for these teachers.”
