St Petersburg, April 8. The Czar is incensed at the secret marriage of the Grand Duke Michel with the daughter cf the Duke of Nassau, and as a mark of his displeasure, has deprived the
Grand Duke of all military ranks held by him in the Russian army. Berlin, April 8. The German Garrisons on the Russian frontier are being strengthened. Paris, April 12. France is mobilising her troops on the German frontier. The Rothschilds have arranged the Russian conversion loan. Sofia, April 12. The Bulgarian Government is addressing a note to St. Petersburg proving the connection of Russian officials with the murder of the Minister of Finance, and demanding their punishment. "Vienna, April 12. Russia continues to concentrate troops on the Austrian frontier.
OPENING OF THE REIOHSRATH. PROSPECTS OF PEACE. THE CZAR AND HIS ENEMIES. (PER PRESS ASSOCIATION.) Vienna, April 12. The Reichsrath was opened to-day by the Emperor in person. In the Speech from the Throne His Majesty declared that the Great Powers had given him their assurance that peace was the most essential object of their endeavours, and this, he said, justified the hope that Europe would enjoy a series of peaceful years. St. Petersburg, April 12. The Nihilist arrested during the review of the Guards at which the Czar was present, and who had a revolver and powerful globule in his possession, proves to be a member of the Kharkoff Murder Society which is pledged to assassinate the Czar. Nearly all the members of the Society have been discovered. An officer of Hussars, who is believed to have been connected with the attempt on the life of the Czar, has committed suicide.
