By Electric Telegraph—Copyright. (bfcft £rEss association.) London, October 18. Obituary—Lord Mount Temple. Lord Mount Temple was the second son of the fifth Earl of Oowpor. Ho was born 13th December, 1811. Entering the army, ho became brevet-tnnjor in 1852. He left the army and became private secretary to Lord Melbourne. He afterward filled the following posts : —A Lord of the Treasury (lS4l), A Lord of the Admiralty '(in 1846, 1852, 1853, And 1855), Under-Secretary for Home Department (1835), President of the Board of Trade (1555-57), Vice-President of the Privy Council on Education, First Commissioner of Public Works (1860-66). As Mr Cooper he represented the Borough of Hereford in tho Liberal interest from 1835 to 1868, when, ho was returned for South Hampshire, which seat he h©ld until 18S0. flis works in Parliameet have been the promotion and passing of the Medical Bill, 1858; the Thames Embankment Bill, 1862-3; the Courts of Justice Building Bill, 1863 ; a Field Garden Bill, Metropolitan Commons Bill, etc. He took great interest in educational matters* and for some years tried to remove the obstacles which stood in tho way of women obtaining licenses to practice medicine. In May, 1880, he was raised to the peerage by the title of Baron Mount Temple, of Mount Temple, County Sligo.
