THE RATING ACT AMENDMENT BILL.

TO THE EDITOR OF THE NEW ZEALAND MAIL. Sir, — I understand that the chief provision of the Rating Act Amendment Bill is to enable tbe Property-tax Department to accept the annual municipal rating list for property-tax purposes. This will be a great injustice to property holders. Ratepayers have submitted, and do submit, to high municipal valuations because the tax is locally expended. In several boroughs where I have property the municipal valuation, say, on small properties, is L 5. The trouble of appealing is Dot taken, because the amount is small. These properties are not worth more than L 25, but if the municipal valuation is taken as the basis, these sections will bear a tax, for property-tax as if their value was LBo_or LIOO. The triennial valuation, with power to adjust, which has been followed in the past, would be much less burdensome than this new proposal.—l am, &c.> Owner.
