READ BY HIMMLER ANTI-NAZIS WARNED RUTHLESS EXTERMINATION LONDON, Nov. 12 A proclamation by Hitler, which the British United Press states was read by Himraler, was broadcast over German radios this evening. The German news agency said the proclamation was issued to mark the commemoration of the Nazi putsch of November 9, which was this year postponed until today in accordance with the demands of war. Reports reaching neutral countries since Hitler failed to broadcast on Thursday, the anniversary of the Munich beer hall putsch, included stories that Hitler was dead or that he was seriously ill. Kept to Headquarters In today's proclamation Hitler said; "The demands of total war made me postpone the commemorative ceremonies. In addition the work at my headquarters prevents me from leaving there even for a few days." After stating that Germany was fighting for the maintenance of the German people and the safeguarding of its future by all possible means, the proclamation charged Germany's enemies with aiming at the annihilation of the German people and the termination of the country's existence. The proclamation said: "Bolshevism, supported by the democracies, is trying to destroy the Reich and exterminate its people. This unintelligible senselessness becomes understandable as soon as it is realised that there is always the Jew behind human stupidity. He is the wirepuller of democracy, as well as the creator of Bolshevism. Nazis and Bolshevism

"Only Nazi Germany could save Europe from Bolshevism. Where capitulation has taken place the extermination of the nation concerned and the annihilation of its responsible men are certain. Bolshevist chaos and civil war would be the first results, then the surrender of so-called war criminals, then the march of innumerable columns of men to Siberia. "The consequences of treacheries have been grave for Germany from the military point of view, but they have hardened its will to fight and have created a fanatical spirit. "Germany is happy that elements supporting Nazism have appeared in Italy. Hungary, Slovakia and Croatia. Japan, which considered the struggle from the outset as the decisive battle for existence, has been fighting with the bravery of a nation of heroes. "The enemy's only hope now is to stab Germany in the back. If single elements of parties and classes which have been overcome in Germany believe the time has possibly arrived for their resurrection, they will witness only their complete extermination. Merciless Punishment "Those who raise a dagger or throw a bomb against Germany will be wiped out without mercy. A few h'ours were enough to nip in the bud the putsch of July 20. A few months more will bo enough to eliminate completely the entiro clique of people who are without honour. The revolt started a thorough overhaul of the State machine and times of compromise have ended. Germany's enemies have pulled themselves together, believing they will be able to overrun Germany quickly. _ "National Socialism, which once was itself savagely persecuted, showed itsell not only conciliatory but truly magnani mous toward its opponents when it came to power," the proclamation added. "Countless men who persecuted me before I took power were provided by me with pensions or even given new and higher offices. The magistrate who in bygone times sentenced me to 13 months' confinement in a fortress, was made Minister of Justice of the Ger man Reich. Only those who by word or deed fought against the new State were made to feel the rigour of its laws. "I do not doubt for a moment that we shall in the end successfully pass through these days of trial. Then the hour will approach when the Almighty will again grant us His blessing as of old. The days of setbacks will never daunt us. Posterity will find the image of the German people unstained by these times." Health or Life Not Spared

The proclamation ended with the pledge that Hitler would not spare his own health or life in fulfilling his obligation as the first German. There was a repetition 'of the explanation that his work prevented him from speaking more often and the assertion that success would ultimately come to Germany. Another message stated that Himmler addressed a Volkssturm parade in Munich. . . Germany is reported to be printing millions of now soldiers' oath forms on which Himmler's name appears as Fuehrer of Germany. This information was broadcast from the German antiNazi secret radio in an Atlantic broadcast. Four million copies of the new forms have already been printed.
