1 RATING CHANGE PROPOSED (0.C.) "WHANGAREI. Thursday The cancellation of the improvement rate and the collection of a land rate was suggested to the Whangarei Harbour Board to-dav, when it was decided to obtain a report on the effect -of such action. The decision was the outcome of comment by Mr. It. H. Allan on the increase in rail traffic and the decrease in harbour traffic. "The question of traffic seems one of pounds, shillings and pence. Business people have no interest in their harbour and only in their own pockets and by which means they can obtain the cheapest, transport, said Mr. Allan. "I do not think the Harbour Board should be the chopping block." On Mr. Allan's motion, it was decided to obtain a report regarding the difference between a land rate, if it were struck, and the improvement rate and what relief could be given shipping. "If the decrease in shipping continues we will have to strike a land rate," said Mr. Allan.
