A distinction between compulsory and voluntary evacuation from Auckland was made by the Mayor and Chief Warden, Mr. J. A. C. Allum, in an address to the Auckland Rotary Club yesterday on the Emergency Precautions Service. After referring to the very successful efforts of the controller, Mr. C" J. Lovegrove, who had arranged temporary accommodation well away frora Auckland for 46.100 people in an emergency, Mr. Allum said the evacuation of portions of the civilian population would be carried out only when ifc was ordered by the military authorities. Voluntary evacuation, on the other hand, was a matter of individual choice. From the viewpoint of those who were responsible for civil defence, every woman, child or elderly person who left Auckland was one person kiss to worry about. However, no financial assistance as yet was given in such cases, because there was no guarantee that people who voluntarily left the city would not return. In the event of compulsory evacuation the authorities would naturally assume financial responsibility •where necessary. Mr. Lovegrove, said Mr. Allum, was endeavouring to arrange for transport in an emergency. It would be by road, rail and water, and everything would be organised thoroughly at both ends of the journey. "We are greatly indebted to our friends in the country for their wholehearted assistance," he added. Mr. Allum remarked that it was most necessary for identification purposes that everybody in Auckland should wear or carry some metal object on which his or. feer name was engraved. .
