OLD AMERICAN FORMULA BASIS STILL VALID [from our own correspondent] NEW YORK, Oct. 22 Tliomas Jefferson's expressed policy of co-operation with the British fleet and nation for "Anglo-American control of the ocean" was asserted by Dr. Charles Seymour, president of Yale University, in a recent address, to be as "wise" and "valid" now as it was in 1803 when it was uttered. "It is what I mean by a responsible Eolicy," said Dr. Seymour. "It is ased upon reasoned factors of national safety; it demands an insight into the practical operation of international relations which is not possessed by those sentimental citizens who think peace can be bought cheaplv by appeasement. "It does not indeed guarantee peace, although I believe it will do more to prevent than to provoke war?-It is designed as the best method to preserve our democratic way of life in the world under the threat of despotic aggression. Whatever risk and' peril may be involved is vastly outweighed by the obvious fact that it points the way to salvation. "For the privilege we enjoy, as free individuals under a democratic system, we must be ready to pay a price. We cannot expect to get something for nothing."
