INITIATION BY GANDHI BOMBAY, March 27 The Indian Nationalist leader Maliatma Gandhi, in an article in the newspaper Harijan, urges the conversion of the entire All-India Congress into 'lighting machinery, and also orders a nation-wide registration of members . of the Congress willing to suffer imprisonment without financial assistance. * Neuter's correspondent says these instructions are interpreted as the first definite step iu tho preparation for civil disobedience.
