Our organisation has been in full sympathy with the Queen of the Netherlands and the heads or the States belonging to the Oslo g™uP during the Brussels conference and has been deeply moved by the offer of mediation addressed by lour Majesty, together with His Majesty King Leopold ill., to the Powers concerned. "The International Council of Women has been proud to see a Queen, by this work of conciliation, arbitration and peace, remain so loyal to trie ideal of all women. But, if the outlook should become still darker and if the united efforts of all those working for peace, remain without result, the International Council of "Women respectfully begs Your Majesty to address ari ultimate appeal to the States concerned in the conflict, at the moment which the Queen will judge opportune, and this in the name of all women and mothers of the world who stand firmly behind Her Majesty." . In closing the appeal Baroness Boel pointed out a fact which seemed to her a ray of hope in the darkness, "tn none of the declarations made by the countries now at war." she said, "have feelings of hatred toward the peoples been expressed. Whatever may happen in the future, let us do our utmost to banish this hatred from our hearts in the spirit of the golden rule, to which we are pledged."
