Only a rriinor official bade them farewell. The Finnish Foreign Office announced that negotiations with the Soviet had been suspended. The Finnish Foreign Minister, M. Erkko, previously announced that it was not intended to suspend the Russo-F:innish negotiations indefinitely, says a message from Helsinki. Finland would continue to display goodwill and understanding, and hoped that it would be mutual. Information reaching Washington, says the New York Times, indicates that the Soviet intends to maintain the pressure and keep heavy troop concentrations on the Finnish border, but is reluctant to lose technical neutrality by an open attack. Financial pressure upon Finland is heavy, and it is understood the Russians hope this will eventually force concessions, otherwise they will use force later if developments elsewhere distract attention.
