JAPANESE "ACTIVITIES CHANGE IMPERATIVE AMERICAN RESENTMENT, (Received October 19, 11.15 p.m.) TOKIO, Oct. 19 In the course, of a surprisingly blunt address Mr. Joseph .Grew, United ■States Ambassador, to Tokio, who recently returned to , Japan from America, told an audience, which included notable Japanese people, that American public opinion strongly resented some of the actions of the Japanese forces in China. •

He said there must be a change before relations between Japan and America could be improved." Mr. Grew added that the Japanese entertained several fallacies, including one that Americans misunderstood the' new order in Asia. He asserted: — "Americans understand the new order quite as well as the Japanese. It appears to deprive Americans of long-established rights in China, to which action the American people are opposed." The Japanese, would:,,be wrong, he said, if they thought they could convince Americans that the present Japanese practices in China should becondoned.
