- TURKISH FRONTIERS PRECAUTIONS TAKEN DESERVES CALLED UP DESPATCH OF TROOPS (Received October 19, 9.15 p.m.) LONDON. Oct. 19 Military measures in Turkey have been intensified, including the mobilisation of lorries and the calling up of drivers, mechanics and Army reserves, and also the despatch of troops to the Russian Caucasus and frontiers, says a message from Istanbul. The visit to Russia of the Turkish Foreign Minister, M. Saracoglu, states a Moscow communique, enabled an exchange of Russian and Turkish opinions upon mutual problems. The talks were conducted in a cordial atmosphere, confirming the stability of Russo-Turkish relations, and the desire of both countries to preserve peace.

Soviet communique and the honours accorded the departure of the Turkish Foreign Minister, says the correspondent of the Times in Moscow, confirm Russia's diplomatic defeat in the talks with Turkey. The communique admits that the discussions produced only the confirmation of friendliness between Turkey and Russia, and indicates that Russian leaders are unwilling at present to quarrel with a Power controlling the entrance to the Black Sea. M. Saracoglu's send-off could not have been more elaborate if Turkey and Russia' bad agreed, instead of differing. t The Turkish press this morning approves of the rejection of the Soviet proposals, which are stated to have been incompatible with Turkey's security, a* well as incompatible with Turkey's obligations to Britain and France. .
