WAR LEGISLATION
Sir, —We are at war. Those of us who cannot render military service can assist by refraining from grumbling. We may not be pleased with tho war legislation, but whatever' hardships it may involve our discomfiture will be a mere drop in the bucket compared with the sufferings of civilians who live in or adjacent to the war zone. And we are wrong if we imagine that our restrictive legislation is an original idea born of tho New Zealand Government. Universal control by tho ruling authority is the world conception of existence under modern war conditions. George F. Eliot, in "Ramparts We Watch," put the position in a nutshell when he said: "Modern war must use the whole energies of a people; everything—manpower, production, liberty itself, must be at the servico of the Government . . . . It includes wage and price fixing, tho regimentation of all labour, the registration of all industrial management, the licensing of all business." C. E. Archibald.
