BRITISH MINISTERS SUBJECT OF DISCUSSIONS LONDON, Oct. 24 The discussions that have taken place between the Secretary of State for War, Mr. L. Hore-Belisha, and the Prime Minister, Mr. Chamberlain, are stated by the political correspondent of the Daily Telegraph to be not entirely departmental, but touch upon Mr. Hore-Belisha's position with relation to the crisis.

The correspondent adds that there is speculation as to the business under discussion at the Ministers' meetings in Downing Street to-day. The Ministers do not represent departments normally combining, and therefore it is assumed that they are acting as a special committee and will report to a full Cabinet on Wednesday on defence shortcomings.
