UNPAID RATES BURDEN
MANGONUI NATIVE LANDS TEST CASES CONTEMPLATED [by telegraph—own correspondent] WHANG AREL Tuesday The Mangonui County Council has received what it considers to bo an unsatisfactory reply from tho Minister of Native Affairs regarding Maoris not paying rates, and has decided to institute prosecutions as test cases. In his reply, tho Minister said that ho was very sympathetic to the representations made regarding tho considerable amount of outstanding rates on native land in tho district. It was tho policy of the Government that Maoris should bo obliged to meet a just proportion of tho rates imposed by local bodies, but in fairness to the native race tho Government was also vitally concerned in bringing nativeowned land into productivity as Boon as possible. The State had prosecuted a vigorous policy of land settlement, and at March 31 16,000 acres in Mangonui were involved. The attitude of tho Government was that native land should not bear tho payment of rates unless it was producing sufficient revenue to meet all charges.
