CHOICE FOR SOUTH AFRICA KING'S HONOUR TO UNION (Received November 22, 5.5 p.m.) PRETORIA, Nov. 21 The selection of a South African as Governor-General does not necessarily mean that future appointments will be confined to citizens of the Union, according to a speech by General Smuts at a university dinner to-day. "The principle involved is simply that of the complete equality and eligibility of all subjects of the King," said General Smuts. "In honouring Mr. Patrick Duncan, the King has honoured all South Africans. A feeling of deeper loyalty in South Africa surely will grow from this trust and confidence of His Majesty. The Empire has weathered all 6torms because it is based on the fundamental principles of liberty, equality and trust of the people."
