APPEAL TO THE PUBLIC ISSUE OF "BABY BONDS" SEEKING HOARDED CAPITAL By Telegraph—-Press Association—Copy rich t (Received July 10, 5.5 p.m.) PARIS, July 0 The launching of "baby bonds," with the object of soaking up a proportion of the £800,000,000 of capital estimated to have been withdrawn for purposes of hoarding, was announced to-day by the Minister of Finance, M. Auriol. In a broadcast speech the Minister urged generous participation in the issue by rich and poor alike to enable confidence to be restored, exchange improved and prices lowered. The bonds are of various denominations between 200 and 100,000 francs. For one year they bear 4 per cent interest and for six months ,ii per cent, both payable in advance. The Bank of France has reduced its discount rate to 3 per cent from 4 per cent to which it was reduced on June 25.
