Sir, —Will Mr- -Johnstone kindly explain why tliis piece of land which he prefers to say belongs to him is in actual fact used as security for a public loan? Also, why are public loans frequently raised, not on the actual value of the private lands over which they are rated, but upon the increased value or use to which those lands will be put, when the amount of the loan is expended?
